Stricter Disability Benefits: November 2025 Changes

Sweeping reforms to Personal Independence Payment (PIP) assessments are slated for rollout to new claimants beginning November 2025. DWP now requires claimants to earn at least 4 points on a single daily living activity—such as “Managing therapy”—for the standard daily living component, instead of combining points from different activities.

The new threshold affects new applications and all reassessments scheduled from November onward. According to Citizens Advice, over 220,000 disabled people could lose £73.90 per week—the value of the daily living component in 2025/26—if they fail the strict activity-based rule. Appeals for PIP are expected to rise in early 2026 as claimants adjust to the tougher criteria.
