From November 2025, all new ESA and Universal Credit claimants are subject to revised disability assessment protocols. The Work Capability Assessment (WCA) is being phased out and replaced by a system that links the health element of UC to the daily living component of PIP.
Existing claimants with LCWRA will keep their extra benefit unless their PIP changes, but reassessments only occur under narrow circumstances. DWP’s initial review of transition plans will be published February 2026, with full implementation forecast by April 2028. More than 400,000 people are set to be re-evaluated between late 2025 and 2028.
